Township of Wollaston Council Meeting June 3rd, 2009

Meeting commenced at 9.05 a.m.

Present: Brent Goodwin, Ron Earle, Graham Blair, Bob Ireland, Christine FitzSimons, Verna Brundage, Marilyn Brickles,

Reeve Dan McCaw was at another meeting so Brent Goodwin chaired the meeting until the Reeve Dan McCaw resumed the chair for the remainder of the meeting at 12.45 pm.

One member of the public, Bob Addie attended the Council meeting to review the 2009 budget, and observe the Council meeting.

Delegation for this meeting was Heather Reilly from Ainley Graham.

Heather Reilly was in to give the council an overview of the process for revising the Comprehensive Zoning by-law and answer any questions that the Council and staff may have. Heather gave staff and Council material to review and collect data to be sent to Heather for updating. Our next meeting with Heather is scheduled for July13th at 11 a.m. to consolidate all of our concerns and questions.

1. B. Ireland – R. Earle: Be it resolved that the Council of Wollaston Township approves the minutes of May 21st, 2009 and special meeting May 25th, 2009.

Carried.

2. G. Blair – B. Ireland: Be it resolved that the Council of Wollaston Township approves the agenda for the Council meeting of June 3rd, 2009 with 10 additional items Carried.

3. R. Earle – B. Ireland: Be it resolved that the Council of Wollaston Township will support Warrior’s Day by allotting a grant of $1000.00 in the 2009 financial budget. Carried.

4. G. Blair – R. Earle: Be it resolved that the Council of Wollaston Township will financially support the Wollaston Heritage in the 2009 financial budget with a grant of $1000.00. Carried.

5. G. Blair – B. Ireland: Be it resolved that Council will approve the $1000.00 annual retainer for the North Hastings support vehicle. Carried.

6. B. Ireland – R. Earle: Be it resolved that the Council of Wollaston Township approves the CAO’S report of June 3rd, 2009. Carried.

7. R. Earle – G. Blair: Be it resolved that Christine will attend the Effective Communication Skills workshop in Peterborough July 8th, 2009 at $199.50.

Carried.

8. G. Blair – B. Ireland: Be it resolved that the Council of Wollaston Township accept the Wollaston Limerick Public Library minutes of May 20th, 2009.

Carried.

9. B Ireland – R. Earle: Be it resolved that the Council of Wollaston Township accepts the minutes of the Main Street Management meeting of May 21st, 2009.

Carried.

10. G. Blair – R. Earle: That Council approves the vouchers as follows: Fire $2297.81, General $19891.64, Roads $44,907.87, Recreation $279.48, Waste Site $6268.35. Council Payroll $5050.00, General Payroll $20155.63, Library Payroll $1085.33 and Revitalization $38,067.91. Carried.

11. G. Blair – B. Ireland: Be it resolved that the Council accepts the Minutes of the Wild West Weekend May 24th, 2009. Carried.

12. B. Goodwin – R. Earle: Be it resolved that Council agrees to the agreement regarding Tax Recovery on payments to Volunteer Fire Fighters. Carried.

13. B. Goodwin – R. Earle: Be it resolved that Wollaston Township will assume Spring Street for summer and winter maintenance to accommodate the new Senior’s Housing Residence that may be built in that area. Carried.

14. G. Blair – R. Earle: The Council went into closed session at 1.20 p.m. under section 239B to discuss a personal matter about an identifiable individual including Municipal or local board employees. Carried.

15. B. Ireland – G. Blair: Be it resolved that the Council will come out of closed session at 1.45 p.m. Carried.

16. B. Goodwin – G. Blair: Be it resolved that Council accepts the revised retirement date of Marilyn Brickles from June 30, 2010 to December 31, 2009.

Carried.

By-Law 47-09: Being a by-law to set the speed limit on the Ridge Road to 50 km to the 40 km zone and the when the 40 km zone ends to 70 km as described by concession and lot number in the by-law.

By-Law 48-09: Being a by-law to set the speed limit on North Steenburg Lake Road to 70 km per hour.

By-Law 49-09: Being a by-law to set the speed on the Lower Faraday Road to 50 km until Rose Island Road and then 70 km.

By-Law 51-09: Being a by-law to set the tax rates for 2009 based on the final budget estimates and creates the 2009 tax bills.

By-Law 52-09: Being a by-law to appoint Dylinna Brock as an on site sewage inspector for the Township of Wollaston.

By-Law 53-09: to re-establish the Wollaston Township Recreation Committee.

By-Law 50-09: Being a by-law to confirm the proceedings of the Council meeting of June 3rd, 2009.

17. B. Goodwin – B. Ireland: Be it resolved that the Council adjourn the Council meeting of June 3rd, 2009 at 2 p.m. Carried.
