Township of Wollaston Council Meeting July 22nd, 2009

Present: Dan McCaw, Brent Goodwin, Ron Earle, Bob Ireland, Graham Blair, Marilyn Brickles, Christine FitzSimons, Verna Brundage

Delegations of this meeting were: Duane Potter from Collins Barrow Kawarthas and Deb & Leo Cormier and Barclay & Betty Crozier.

Duane Potter was in to go over the 2008 financial audit and answer any questions from the Council members.

Deb and Leo Cormier were in to Council to oppose the accessibility of the unopened road allowance to Lighthouse Lake.

Barclay and Betty Crozier were in to Council to request permission to open an ATV trail on the 66 ft unopened road allowance between Lots 5 & 6 Concession 4 so that they could access Lighthouse Lake.

1. B. Goodwin – R. Earle: Be it resolved that the Council of Wollaston Township approve the minutes of July 8th, 2009. Carried.

2. B. Ireland – R. Earle: Be it resolved that the Council of Wollaston Township approve the agenda for the Council meeting dated July 22nd. 2009. Carried.

3. B. Goodwin – G. Blair: Be it resolved that the Council of Wollaston Township approve the CAO’S report of July 22nd, 2009. Carried.

4. B. Ireland – R. Earle: Be it resolved that the Council of Wollaston Township agrees that the unopened road allowance between lot 5 & 6 Concession 4 is public property and anyone can use it as long as they stay within the 66 foot road allowance. Care should be taken to maintain respect for the environment if a small amount of brush is removed to provide for a usable trail within the road allowance. The Township does not assume the road for maintenance purposes and the road allowance is to be used at the user’s risk. Carried.

5. G. Blair – R. Earle: Be it resolved that the Council of Wollaston Township advise staff to pay Simpson Electric in the amount of $441.00. Carried.

6. B. Goodwin – R. Earle: Be it resolved that the Council of Wollaston Township agrees to put additional signage on the Ridge Road in the 40 km zone for pedestrian safety. Carried

7. B. Goodwin – B. Ireland: Be it resolved that the Council of Wollaston Township agrees that Wollaston Township will host the rabies clinic again this year on October 3rd, 2009. Carried.

8. B. Ireland – R. Earle: Be it resolved that the Council of Wollaston Township will purchase Wild West signs to go on the Welcome signs at either end of Town. Carried.

9. R. Earle – B. Ireland: Be it resolved that the Council of Wollaston Township will purchase a used blade for the utility tractor and a slow moving vehicle sign for the trailer. Carried.

10. B. Goodwin – G. Blair: Be it resolved that the Council of Wollaston Township agrees with Rod Manley’s suggestion to apply for a joint JEPP grant for joint emergency exercises spring and fall of 2010. Carried.

11. B. Goodwin – G. Blair: Be it resolved that the Council of Wollaston Township will prepare a policy for recognition of staff years of service and bring back suggestions to a future Council meeting. Carried.

12. R. Earle – G. Blair: Be it resolved that the Council of Wollaston Township agrees with the contract prepared for the Canine Control Officer for the Pound Board. Carried.

13. B. Ireland – B. Goodwin: Be it resolved that the Council of Wollaston Township will move the Wollaston Lake sign closer to the actual road so that there is no confusion with Norman Lane entrance for clarity with emergency vehicles. Carried.

14. B. Goodwin – R. Earle: Be it resolved that the Council of Wollaston Township and will advertise for committee members to work on the Rink committee chaired by Bob Ireland. Carried.

15. B, Ireland – G. Blair: Be it resolved that the Council go into closed session under section 239(2) B of the Municipal act to discuss a personal matter about an identifiable individual including Municipal or local board employees , and under section 239 (2) E litigation or possible litigation including matters before administrative tribunals affecting the municipality of local board. Carried.

16. B. Goodwin – B. Ireland: Be it resolved that the Council come out of closed session at 11.45 p.m. Carried.

By-Law 63-09: Being a by-law to enter into an agreement with Beacon Construction as the successful bidder for the construction of phase 1 of the Coe Hill Recreation Pavilion.

By-Law 62-09: Being a by-law to confirm the proceedings of the Council meeting dated July 22nd, 2009-07-29

17. G. Blair – R. Earle: Be it resolved that the Council of Wollaston Township adjourns the Council meeting of July 22nd, 2009 at 11.50 p.m. Carried.
