Township of Wollaston Council Meeting August 19th, 2009

Absent: Dan McCaw, Bob Ireland.

Brent Goodwin, Deputy Reeve took the chair in the absence of the Reeve Dan McCaw

No delegations for this meeting.

1. G. Blair – R. Earle: Be it resolved that the Council of Wollaston Township adopts the minutes of August 5th, 2009. Carried.

2. R. Earle- G. Blair: Be it resolved that the Council of Wollaston Township adopts the agenda of August 19th, 2009 with 12 additional items. Carried.

3. G. Blair – R. Earle: Be it resolved that the Council of Wollaston Township approves the CAO report to Council August 19th, 2009. Carried

4. R. Earle – G. Blair: Be it resolved that the Council of Wollaston Township authorize the CAO/Clerk to order a Township MasterCard for Christine FitzSimons for township business. Carried.

5. G. Blair – R. Earle: Be it resolved that the Council of Wollaston Township apply for a JEPP grant for consultant’s fees for 2010. Carried.

6. G. Blair – R. Earle: Be it resolved that the Council of Wollaston Township approves the minor variance MN 07-27-09 (Concession 7 pt lot 7) 191 Kings Road. Carried.

7. G. Blair – R. Earle: Be it resolved that the Council of Wollaston Township approves the invoice from Jewell Engineering in the amount of $3839.85 for engineering services for the Ridge Road. Carried.

8. R. Earle – G. Blair: Be it resolved that the Council of Wollaston Township advises the CAO to investigate a media and public relations policy for the Township and report back to Council. Carried.

9. G. Blair – R. Earle: Be it resolved that the Council of Wollaston Township agrees that roll numbers 15-05110 and 15-05010 can be rolled into one parcel and 15-05100 and 15 -05000 can be rolled into the other parcel. The natural severance is the Deer River. Carried.

10. G. Blair – R. Earle: B it resolved that the Council of Wollaston Township advises CAO to respond to the questions from owner of property on Lighthouse as prepared by Council. Carried.

11. R. Earle – G. Blair: Be it resolved that the Council of Wollaston Township signs the agreement for the Municipal Dog Pound for the Canine Control Officer.

Carried.

12. G. Blair – R. Earle: Be it resolved that the Council of Wollaston Township agrees that the CAO can remove the NSF charge on a NSF cheque on roll number 30-01100 due the death of the ratepayer and account being frozen.

Carried.

13. R. Earle – G. Blair: Be it resolved that the Council of Wollaston Township agrees that the Comprehensive Zoning By-Law CD will be sold for $2.00 and the printed copies will be sold for $5.00. Carried.

14. G. Blair – R. Earle: Be it resolved that the Council of Wollaston Township agrees that the Rally of the Tall Pines use the Old Hastings Road for their annual Rally on November 21st, 2009. Carried.

15. G. Blair – R. Earle: Be it resolved that the Council of Wollaston Township receives and files correspondence 1-5. Carried.

16. G. Blair – R. Earle: Be It resolved that the Council go into closed session at 9.45 p.m. under section 239B 2 of the Municipal Act to discuss a personal matter about an identifiable individual including Municipal or local board employees. Carried.

17. R. Earle – G. Blair: Be it resolved that the Council come out of closed session at 9.46 p.m. Carried.

18. G. Blair – R. Earle: Be it resolved that the Council of Wollaston Township agrees to the additional $2000.00 for Jacques Whitford Stanford Ltd to overall budget originally forecasted. Carried.

19. R. Earle – G. Blair: Be it resolved that the Council of Wollaston Township approves the letter prepared for homeowners on Sportsman Lane. Carried.

20. G. Blair – R. Earle: Be it resolved that the Council of Wollaston Township acquire the services of Frank Mills to evaluate livestock by wolves on Albert Road. Carried

By-Law 60-09: Repeal 09-2000 Being a by-law for prescribing the time for setting fires and the precautions to be observed.

By-Law 65-09: That a by-law to amend by-law 8-79 being a by-law to regulate the use of land. Height bulk location spacing character and the use of buildings that Concession 8 Pt Lot 4 in the Township of Wollaston is hereby changed from RU Rural and Environmentally Protected to SR Special Seasonal Residential Special and EP Environmentally Protected.

By-Law 67-09: Repeal by-law 22-09 Being a by-law to establish a Municipal Revitalization Committee which will be known as the Coe Hill Downtown Revitalization Committee

By-Law 66-09: Being a by-Law to confirm the proceedings of the Council meeting of August 19th, 2009

21. G. Blair – R. Earle: Be it resolved that the Council of Wollaston Township adjourns the Council meeting of August 19th, 2009 at 10.40 p.m. Carried.
