Township of Wollaston Council Meeting July 13, 2010

Meeting commenced at 9:00am Present: Dan McCaw, Brent Goodwin, Graham Blair, Ron Earle, Bob Ireland, Christine FitzSimons, Verna Brundage

Reeve asked if there was any declaration of pecuniary interest – none declared Delegations:

1. B. Goodwin – G. Blair : Be it resolved that the Council of Wollaston Township adopts the minutes of the June 22, 2010 council meeting.

Carried Township adopts the minutes of the June 29th Special Meeting. Carried

2. B.Ireland–G.Blair:Be it resolved that the Council of Wollaston Township adopts the minutes of the June 29th Special Meeting.

3. R.Earle–B.Goodwin: Be it resolved that the Council of Wollaston adopts the minutes of the June 30th Special Meeting. Carried

4. B.Ireland–B.Goodwin:Be it resolved that the Council of Wollaston adopts the agenda for the July 13, 2010 council meeting with 4 additional items. Carried

5. B.Ireland–B.Goodwin:Be it resolved that the Council of Wollaston accept the North Hastings Municipal Cultural Planning report.

Carried

6. R.Earle-G.Blair:Be it resolved that the Council of Wollaston accept the proposed draft amendment to the County of Hastings Official Plan regarding the establishment of a Community Improvement Policy Area for Maynooth and Coe Hill, and further that the proposed draft be forwarded on to the County of Hastings for their review and consideration.

Carried.

7. G.Blair–R.Earle:Be it resolved that the Council of Wollaston accepts the Coe Hill Downtown Revitalization Final Project Report 2008-2009. Carried

8. B. Ireland – B. Goodwin – Be it resolved that the Council of Wollaston Township accepts the decision of the Committee of Adjustment regarding Minor Variance application MV 10-06-04, being that the request is declined.

9. B.Goodwin–R.Earle:Be it resolved that the Council of Wollaston accepts the CAO/Clerk’s report for July 13, 2010. Carried

10.R. Earle – B. Goodwin: Be it resolved that the Council of Wollaston Township accepts the Offer to Purchase surplus land Part Lot 12, Concession 15 Parts 1 and 2 on plan 21R-15921 for the sale price of $10,000 as per resolution #11 from the June 8, 2010 Wollaston Township Council meeting. Carried

11.G. Blair – R. Earle: Be it resolved that the Council of Wollaston Township accepts the CBO’s report for June, 2010. Carried

12. G. Blair – R. Earle : Be it resolved that the Council of Wollaston Township approves a $1,000 contribution to the Minimum Maintenance Standards (MMS) Fund to help Ontario Municipalities manage their risk from legal action stemming from personal injury on municipal roads as requested by the Ontario Good Roads Association. Carried.

13. B. Ireland – B. Goodwin: Be it resolved that the Council of Wollaston Township directs staff to obtain 3 quotes to have a new window installed In the municipal office to improve ventilation. Carried.

14.R. Earle – B. Ireland : Be it resolved that the Council of Wollaston approves the rental of the property abutting the west side of the Recreation Pavilion for a 2 year term at a cost of $1.00/year, and further the Township will maintain the portion of this property extending from Hwy. 620 to a line running east/west with northern portion of township rink property. Carried.

15. B. Ireland, B. Goodwin: Be it resolved that the Council of Wollaston Township approves the B50/10 & B51/10 severance Application for Consent. Not Carried.

16.B. Ireland – R. Earle: Be it resolved that the Council of Wollaston Township supports the Computers for Seniors New Horizons grant application to assist seniors in North Hastings to own their own computer at no cost to them. Carried.

17.R. Earle – B. Goodwin : Be it resolved that the Council of Wollaston Township supports the Town of Atikokan’s Resolution 185/10 requesting the Minister of Transportation to give a directive for a thorough review of the Off-Roads Vehicle Act to include UTVs in the Off-Roads Vehicle Act; and FURTHER it be resolved that this resolution be forwarded to the Minister of Transportation and to Bill Mauro, MPP Thunder Bay-Atikokan.

Carried. 18.G. Blair- B. Ireland: Be it resolved that the Council of Wollaston Township approves the purchase of a digital camera to a maximum cost of $150.00 for use by the office administration staff & the Wollaston Community Ambassador to document community events for use on our new website, revitalization projects before & after photos, township publications and photo archive. Carried

19. G. Blair – B. Goodwin: Be it resolved that the Council of Wollaston Township accepts Jewell Engineering’s Ridge Rd. guiderail recommendations dated June 25, 2010 with pedestrian openings where needed. Carried

20. B. Goodwin – B. Ireland: Be it resolved that the Council of Wollaston Township accepts & files correspondence 1 – 4. Carried

21. G. Blair – R. Earle: Be it resolved that the Council of Wollaston Township approves the vouchers of June, 2010, as follows:

Fire – $1,893.54

General – $246,149.00

Roads- $45,249.25

Recreation – $2,256.02

Waste Site- $892.29

Council Payroll- $1,087.50

General Payroll- $29,355.47

Library Payroll- $1,406.08

22. B. Ireland – R. Earle: Be it resolved that the Council of Wollaston Township accepts the Minutes of the Recreation Committee dated Feb. 22, Mar. 29 & May 31, 2010. Carried

23. G. Blair – B. Goodwin: Be it resolved that the Council of Wollaston Township accepts the Minutes of the NHEDC dated May 31, 2010.

Carried

24. G. Goodwin – G. Blair: Be it resolved that the Council of Wollaston Township approves the Wollaston Recreation Committee’s request to close Wollaston Lake Rd. on Sunday Aug. 8th 2010 for 4 half-hour periods with 10 minute breaks between the hours of 1:00 and 4:00pm. Further, Council approved the Committee to use the township office parking lot as a staging and spectator area, and to sell hotdogs and cold drinks at that location during the races.

25. B. Ireland – G. Blair: Be it resolved that the Council of Wollaston Township directs staff to apply for a loan from Infrastructure Ontario for the approved budgeted amount of $15,000 to complete the Coe Hill Recreation Pavilion Phase 2 roof project. Carried.

26. B. Ireland – B. Goodwin: Be it resolved that the Council of Wollaston Township adjourns the Council meeting at 2:40pm. Carried.
